Who to call for parking in bike lanes

We get this question so often, so wanted to post it here:

Can you point me in the right direction as to whom to contact in regard to this driver parking in a protected bike lane?

The City of Portland Bureau of Transporation is terrible. You do know they ran a torture chamber in their Maintenance Operations right? Chicanery and cronyism really is out of control.

They have infinitely adjustable enforcement discretion and they’ll use that to their advantage to refuse enforcement or wait it out so long that it’ll be gone by the time they show up. If it’s urban camping and monied construction project related violations, they’ll ignore it.

Just look at that massive cherry picker parked ILLEGALLY without permit on Jefferson / SW Park. Cars in left lane are regularly encroaching into right lane to get around that illegally stored oversizer. City has been awared, but because the perpetrator of the violation is a prominent construction company, they won’t act.
