West side of SW 13th Ave between SW Market and SW Montgomery. This has happened before multiple times. PBOT has been unable/unwilling/too indifferent to prevent it from happening. Bicycle lane unusable. Unpermitted have settled IN THE BIKE LANE.
What makes them a failure is that they allow problem spots to develop problems like this repeatedly.
