Every intersection is a crosswalk in Oregon, but how common is this beyond Oregon?

I got honked at while crossing across 39th / Cesar Chavez in Laurelhurst in an unmarked intersection. It’s not like I darted out abruptly. The motorist had plenty of time to gracefully stop, but he broke the law, failed to yield and honked at me instead.

If it is not common, I am concerned that under the now eliminated written test, New Oregon residents won't need to take driver's knowledge test after June 5

Many people will be unaware of it and pose threats to pedestrians
